The Samhein Pact protects the Town from the sadistic witches of Misery Manor, preventing them from using harmful magics inside the town borders. However stranger things than regular magic have been found as loopholes, by casting the curses on the victim while within the Manor. Anyone the witches deem important enough might have a voodoo doll made of them, just in case they manage to escape.  If they do, some precise applications to the doll can quickly let the victim know that the witches of the Harvest Coven are still able to get them, even under the protection of the Pact.
